NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that the Tiburon Town Council will hold a public hearing on Wednesday, September 20, 2023 at 6:30 p.m. to consider:

Adoption of a General Plan Amendment to revise the 2023-2031 Housing Element that was adopted on May 22, 2023. The draft revisions to the Housing Element include: discussion of physical characteristics and potential constraints to development of sites that are currently zoned or planned to be rezoned to meet State-mandated housing projections (Regional Housing Needs Allocation, or RHNA) for the Town of Tiburon over the 2023-2031 planning period, including Site H; modifications to programs, including H-gg “Facilitate and Promote Accessory Dwelling Unit Development”, H-jj “Identify Additional Housing Opportunity Sites”, H-ll “Rezone 4576 Paradise Drive”, and H-oo “Facilitate and Promote SB-9 Development”; adding a new program H-pp “Permit Processing Timeline Review”; and corresponding revisions to the Affirmatively Furthering Fair Housing Action Matrix as well as adding new Housing Mobility Programs. ENVIRONMENTAL IMPACT REPORT:  The Town, on May 22, 2023, certified the EIR for General Plan 2040 including the Housing Element. The Final EIR can be found online at https://createtiburon2040.org/wp-content/uploads/2023/05/Tiburon-GP-2040-Final-EIR.pdf.  

The Planning Commission held a public hearing on August 23, 2023, and recommended to the Town Council adoption of the General Plan Amendment to revise the Housing Element.  The Planning Commission recommended additional revisions to the Housing Element to include language regarding public participation related to Site H, water delivery, and alternative sites, specifically accessory dwelling units (ADUs) and downtown sites.
